Not having the WebDAV area inside of the Drupal area, which seems like a reasonable constraint, fixes the problem. davfs2 is just for what WebDAV originally meant: distributed authoring. Reported by: Andreas B

You also need a .DAV directory that is owned by apache in the same directory as your .htaccess file. Then you must tell SELinux about this by enabling the 'httpd_unified' boolean.You can read 'httpd_selinux' man page for more details. But then you have closed the directory indexing so Apache will not start, it will not find your index.html, index.php etc.
