The photo printing wizzard is part of the Desktop Experience feature which is not installed by default..So - add features - Desktop experience . Using the restore utility, you can usually roll back to before Windows Updates have been uninstalled, to try and pin point if that is the issue or not. Not sure what other info to give. What happens if you open the image with MS Paint?
